The Northfield Township Road District buys construction, materials, supplies, equipment and professional services to maintain roads, manage snow and ice, and keep drainage working across Glenview, Northbrook and Northfield. We want as many qualified firms bidding as possible, because competition is what keeps the cost to taxpayers down.

How we buy

  1. We publish the notice

    Contracts for construction, materials, supplies and new machinery or equipment costing more than $30,000 are advertised and awarded to the lowest responsible bidder. The legal notice runs in a newspaper of general circulation at least 10 days before bids are opened, and the same solicitation is posted here on the same day with all of its documents.

  2. You download the documents — free

    There is no document fee and no account to create. Registering as a plan holder is optional, but it is the only way to be emailed addenda, and it lists your firm publicly so subcontractors and suppliers can reach you.

  3. You ask questions in writing

    Questions go through the form on the solicitation page, up to the published deadline. Every question and answer is posted publicly. Nobody gets a private answer — that is what keeps the process fair and defensible.

  4. We issue addenda

    Changes are issued as numbered addenda, posted here and emailed to every plan holder. Your bid must acknowledge all of them. Each solicitation carries a checklist so you can verify you have the complete set before you seal your bid.

  5. You deliver a sealed bid

    Sealed paper bids are delivered to the address on the solicitation before the deadline. A postmark does not count. Late bids are returned unopened.

  6. Bids are opened in public

    Anyone may attend. Bidder names and total amounts are read aloud. The tabulation is posted here shortly afterwards, marked as read or as accepted, together with the engineer's estimate, which is released only after opening.

  7. We post the intent to award, then the award

    A notice of intent to award opens the protest window. The award record then shows who won, for how much, on what date and by what action — followed by the executed contract, any change orders and final acceptance.
