The Northfield Township Road District lets construction contracts by sealed, competitive bid. Every step is public. This page and the project pages below hold the record for each bid letting, so residents, bidders and reporters can see what happened without filing a Freedom of Information Act request.

How a bid letting works

  1. Advertise. Contracts over $30,000 for construction, materials or equipment (other than professional services) are advertised in a local newspaper at least 10 days before bids are opened (605 ILCS 5/6-201.7, as amended by Public Act 103-0125, effective June 30, 2023).
  2. Distribute plans. Bidders get plans and specifications through DemandStar, the District’s bid distribution service. Every firm that takes a set is recorded on the plan holders list.
  3. Answer questions. Questions are answered in writing. Any change to the bid documents is issued to every plan holder as a numbered addendum.
  4. Receive sealed bids. Bids are time-stamped when received and stay sealed until the announced opening time. Late bids are returned unopened.
  5. Open bids in public. At the announced time and place, each bid is opened and read aloud: bidder name, total bid, bid security and addenda acknowledged. Anyone may attend. The opening follows a written procedure and script, posted on each project page.
  6. Review. The project engineer checks every bid for math errors and responsiveness and prepares a certified bid tabulation.
  7. Award. The contract goes to the lowest responsible bidder. The award action, contract, bonds and insurance are posted to the project page.
  8. Build. Change orders, pay applications and final acceptance are added to the project page as the work proceeds.

Why some documents appear later: Under the Illinois Freedom of Information Act, sealed bids and bid proposals are exempt from release until an award or final selection is made (5 ILCS 140/7(1)(h)). The names and totals read aloud at a public opening are public from that moment and are posted with the opening record.
