Accessibility Statement
This accessibility statement describes the Northfield Township Road District’s commitment to digital accessibility for people with disabilities. The Road District works continually to improve the experience of everyone who uses ntroad.com. Accessibility is not a one-time effort; it is an ongoing part of how we design, maintain and improve our website as a unit of local government serving every resident and traveler in the Road District.
Our Commitment to Digital Accessibility
Roads, sidewalks, drainage, and snow and ice control are public services. So is information about them. A resident who uses a screen reader to check whether a street has been plowed, a veteran with a traumatic brain injury reading a levy explanation, or an older neighbor enlarging text to find a bid opening date all deserve the same access as anyone else. That principle drives this statement and the work behind it.
Conformance Status: WCAG 2.1 Level AA
The Road District measures ntroad.com against the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA, published by the World Wide Web Consortium. WCAG is organized around four principles: content must be perceivable, operable, understandable and robust. The W3C Web Accessibility Initiative explains each principle in plain language.
We consider ntroad.com partially conformant with WCAG 2.1 Level AA. Most of the site meets the standard, while some older content and third-party components do not yet fully comply. We report this honestly rather than claim full conformance we cannot verify.
The Laws That Shape This Statement
- Americans with Disabilities Act, Title II. The U.S. Department of Justice has adopted WCAG 2.1 Level AA as the technical standard for state and local government websites and mobile apps. The Road District serves about 78,000 residents and is planning to meet the April 26, 2027 compliance date that applies to public entities with a population of 50,000 or more. Details are available at ADA.gov.
- Section 504 of the Rehabilitation Act, which applies to recipients of federal financial assistance, including federal transportation and safety grant funding.
- Section 508 standards, which govern federal information technology and inform our purchasing decisions. Guidance is published at Section508.gov.
Steps We Are Taking
WCAG 2.1 Level AA is the design standard for all new pages, forms and documents on ntroad.com. To meet it, the Road District is:
- Reviewing site pages and correcting issues such as missing image descriptions, color contrast, heading structure and keyboard navigation.
- Publishing accessible documents. New financial reports, bid tabulations, notices and other documents are made accessible when they are posted, and published as web pages rather than scanned images whenever possible.
- Considering accessibility when we select vendors and tools for the website.
- Training staff who update the website.
Pages are checked with automated tools and reviewed manually. WebAIM resources guide that review.
Known Limitations and Third-Party Content
Some content falls short today. Known limitations include older documents and engineering exhibits published as scanned images before this standard was adopted; embedded third-party maps, video players and the website’s translation tool, whose accessibility we do not directly control; and certain complex construction drawings that resist meaningful text description. Older documents are being remediated, prioritized by how often the public requests them. If you find a barrier not listed here, please tell us; your report becomes part of our remediation list.
Request an Accommodation or an Alternate Format
If any content on ntroad.com is inaccessible to you, the Road District will provide the information in an alternate format at no cost. That may mean large print, plain text, an accessible electronic file, or a phone or in-person explanation. You do not need to explain your disability or justify the request. The same contact information applies if you need an accommodation to take part in a Road District program, such as a recycling event or the parkway tree offer.
